Our Strategic Plan 2026–2030 — Toward a Comprehensive Developmental Health Center

Noor Association is entering a genuine phase of transformation: from an institution that provides services, to a comprehensive developmental health center that positions Aida Camp as a Palestinian model for inclusion and empowerment. Our plan for 2026–2030 charts our path toward expanding services, achieving financial independence, and establishing an integrated center that brings all our services under one roof.

Our Five Strategic Goals

  • Institutional Development and the Comprehensive Center — Building a permanent headquarters and developing the infrastructure of an integrated developmental health center that becomes a regional reference point.
  • Excellence in Services and Programs — Expanding comprehensive rehabilitation, psychosocial support, and child health services to serve more than 600 beneficiaries annually.
  • Education, Development, and Capacity Building — Establishing an inclusive nursery within the camp, and launching a vocational training program for women (pastry-making, beauty, sewing, crafts).
  • Financial Sustainability and Investment Projects — Launching income-generating projects so that more than 40% of the budget comes from self-generated resources.
  • Advocacy, Influence, and Partnerships — Strengthening local and international partnerships and joining national networks, so that Noor has a national voice on disability and gender issues.

An Achievement That Makes a Difference — Land Ownership

The association has achieved a foundational milestone by acquiring the land designated for the Noor Comprehensive Developmental Health Center — a center that brings together under one roof: comprehensive rehabilitation, mental health, children's education, vocational training for women, and investment projects — designed according to full accessibility standards for people with disabilities, in the heart of Aida Camp.

Sustainability We Build Ourselves

We believe that true sustainability combines donor support with social investment projects that generate income and provide job opportunities for people with disabilities and their families: a bakery and pastry shop, a social café, a children's nursery, and development of the existing restaurant and guesthouse — all strengthening our financial independence and the continuity of our services.
